Renewal Conditions

Summary
Some registered identities are not indefinite; they carry a defined validity window tied to a certification cycle, a license period or a periodic inspection. This route defines what must be true for such an identity to renew — extending its validity into a new period — how renewal differs from reinstatement after revocation, what evidence a renewal requires and how it is recorded, and how renewal affects any conditions already attached to the identity.
Renewal extends a validity window that has not yet failed. Reinstatement repairs one that already has. Treating the two as interchangeable erases the distinction the entire compliance record depends on.
A registered identity with a time-bound validity period does not simply expire into nothing and does not simply continue forever. It reaches the end of its defined window, and at that point exactly one of a small number of things can happen: it renews on schedule, it lapses without renewing, or — if it was already revoked before that point — it must go through reinstatement rather than renewal at all.
Renewal is not a formality stamped onto a record because time has passed. It requires that the identity actually still meets the conditions its validity depends on, supported by evidence that the responsible company or authority produces at the time of renewal, not evidence inherited unchanged from the original registration.
Confusing renewal with reinstatement is one of the more consequential errors this route exists to prevent. An identity that was revoked mid-cycle for a compliance failure has a different, harder path back to valid status than one that is simply due for its next routine renewal.
01Plain-English Definition
Renewal is the act of extending a time-bound registered identity's validity into a new defined period, performed before or at the expiry of its current period, based on evidence that the identity still meets the conditions its validity depends on.
Renewal presumes the identity's prior period was itself valid — it is a continuation, not a repair. An identity in good standing at the close of its current window is the only kind of identity eligible to renew in the ordinary sense this route describes.
Not every registered identity has a validity window to renew. Many are indefinite by nature. Renewal only applies where a defined period was established in the first place — by a certification cycle, a license term or a periodic inspection requirement recorded on the identity.
02What Must Be True To Renew
Renewal is not automatic and is not owed to any identity simply because a prior period is ending. A specific set of facts must hold.
- ✓The identity's current validity period has not yet lapsed, or renewal is being processed within any explicitly defined grace window after lapse.
- ✓The identity was not under an active revocation at the close of its current period.
- ✓Current evidence — not evidence carried over unchanged from original registration — supports that the underlying condition for validity still holds.
- ✓The responsible company or authority initiating renewal is the one currently recorded as holding that relationship (Route 20).
- ✓Any outstanding corrective condition attached to the identity has been resolved, or is explicitly permitted to carry forward under a defined exception.
Where any of these fail, the identity does not renew. It either lapses into an unrenewed, no-longer-valid state, or — where the failure is a revocation already on record — it is routed to reinstatement instead, described below.
03Renewal vs. Reinstatement After Revocation
Renewal and reinstatement both result in a registered identity carrying forward validity, but they start from different states and are governed by different requirements.
| Aspect | Renewal | Reinstatement |
|---|---|---|
| Starting state | Identity in good standing, period nearing or at expiry | Identity already under an active revocation |
| What is being restored | Time — a new validity period is added | Standing — the revoked condition itself is lifted |
| Evidence required | Current evidence that ordinary conditions still hold | Evidence that the specific cause of revocation has been resolved |
| Authority required | Responsible company or authority in the ordinary course | Often requires the same authority that held or exercised revocation power |
| Record produced | A new validity period appended to the identity's history | A distinct reinstatement event, separate from and referencing the revocation it resolves |
An identity cannot skip reinstatement by simply applying for renewal. If a revocation is on the record at the time renewal is requested, the request is treated as a reinstatement matter first; only once reinstatement succeeds does the identity become eligible to renew in the ordinary sense on its next cycle.
Renewal presumes good standing. A revoked identity has nothing to renew until the revocation itself is resolved through reinstatement.
04Renewal Evidence and Record
A renewal is only as good as the evidence and record behind it. Both are held to specific standards distinct from the original registration.
- 1Renewal is initiatedThe responsible company or authority initiates renewal before or within any permitted grace window after the current period's expiry.
- 2Current evidence is submittedEvidence dated to the renewal itself — not the original registration — is provided to support that the underlying condition still holds.
- 3Conditions are re-evaluatedThe identity's applicable requirements are evaluated fresh against the new evidence, rather than assuming the prior evaluation still applies unchanged.
- 4Outcome is recordedA successful renewal is recorded as a distinct event appending a new validity period; a failed renewal is recorded as a lapse, with reasons.
- 5History is preservedThe prior validity period, its evidence and its outcome remain part of the identity's permanent record, unaltered by the new period being added.
| Record Element | Requirement |
|---|---|
| Evidence date | Must be current to the renewal, not inherited from original registration |
| Initiating party | Must match the currently recorded responsible company or authority |
| Prior period status | Must show good standing, or a resolved reinstatement, at close |
| New period bounds | Explicit start and end dates appended to the identity's record |
| Outcome | Recorded distinctly whether the renewal succeeded, failed, or was declined |
05Effect on Conditions
Renewal does not automatically clear or automatically preserve every condition attached to an identity. Each existing condition is handled according to what it represents.
- A condition tied specifically to the expiring validity period is resolved by the renewal itself, since the period it was attached to has been extended.
- A corrective condition unrelated to the validity period — arising from an unrelated compliance issue — is not cleared by renewal and continues to apply into the new period.
- A condition explicitly permitted to carry forward under a defined exception is recorded as carried, with the exception referenced, rather than silently dropped.
- A new validity period never resets or erases the identity's prior history; renewal adds to that history rather than replacing it.
Renewal extends time. It does not launder an unrelated compliance condition simply because a new period has begun.

What This Does — And Does Not — Do
Does
- ✓Extend a time-bound registered identity's validity into a new defined period based on current evidence
- ✓Require that the identity be in good standing, not under active revocation, at the close of its current period
- ✓Distinguish renewal from reinstatement, routing a revoked identity to reinstatement before renewal is possible
- ✓Require evidence dated to the renewal itself, not inherited unchanged from original registration
- ✓Resolve only the conditions tied to the expiring period, leaving unrelated conditions to carry forward
- ✓Preserve the identity's full prior history unaltered when a new validity period is appended
Does Not
- ✕Treat renewal as automatic simply because a validity period is ending
- ✕Allow a revoked identity to renew without first completing reinstatement
- ✕Accept evidence carried over unchanged from original registration as sufficient for renewal
- ✕Clear an unrelated corrective condition simply because a new validity period has begun
- ✕Allow a party other than the currently recorded responsible company or authority to initiate renewal
- ✕Erase or reset an identity's prior validity periods when a new one is added

Common Questions
Can an identity renew if it was revoked at some point during its current period but the revocation was resolved before expiry?
Yes, provided reinstatement was completed and recorded before the period's close, so the identity is in good standing — not under active revocation — at the point renewal is evaluated.
Does renewal require entirely new evidence, or can prior evidence be reused?
Renewal requires evidence dated to the renewal itself. Evidence inherited unchanged from the original registration is not sufficient on its own to support a new validity period.
What happens to an identity that simply misses its renewal window without applying?
It lapses into a no-longer-valid state at the end of its period, or any explicitly defined grace window, rather than being either renewed or revoked.
Does a successful renewal clear every existing condition on the identity?
No. Only conditions tied specifically to the expiring validity period are resolved by renewal. Unrelated corrective conditions continue to apply in the new period.
Who can initiate a renewal?
Only the company or authority currently recorded as holding the ongoing relationship to the identity under Route 20. A party without that standing cannot initiate renewal.
